When writing his now important studies on War, Clausewitz observed that when fighting the forces of the Napoleonic Army, it almost felt as if he fought the "entire force of the French state" and not a bunch of recruits. Napoleon brought back the standing army (much like Caesar Augustus), made soldiers fight for France and liberal values (like Caesar Augustus again, oriented the Roman Army's loyalties towards Rome), and more importantly, had a pragmatic approach towards promotions, with the best suited persons for the job being given positions of commanders and other officers. Napoleon changed war for ever, and his wars changed not just for him, but the fortunes of the French state itself.
