You're right. This happened to my older sister. The police brought her back twice but once she was 16 they couldn't do anything else. One day I watched her walk off and she never came back. My parents had no idea how to deal with it. But I think even the best response would not have kept her. I was 8 at the time and it took another 8-10 years for her to get in contact. Had that guy gone to prison or disappeared for a couple years, I think it might have fizzled out, especially if she found someone else. But at 18 I think you need to just let them go.
