If you are writing a random letter to somebody outside work, you don't need to follow anyone's rules because you make your own rules then.

You need to have Wifi at home or you can connect your Wifi using mobile hotspot to use the internent. If you can't connect to it, just install the driver of Wifi and you will get internet on your laptop.
Its a good question. For this, you will have to add the Hindi language Keyboard in Control panel or Windows settings. Please go the region & language settings and you can find it there. Can you do that?
