Not sure if this is in any way true but my personal interpretation would be: "Big city life, I'm just trying to get by. The pressure doesn't ease up no matter how hard I try. Big city life, here my heart doesn't belong..." And for the last sentence it could either mean that he is kind of feeling almost megalomaniacal like the people in the biblical story that tried to build a tower that reaches heaven. Or, if we go with the context of the biblical story again, could also mean in a sense that he doesn't unterstand his surroundings/the city life/the people living there or/and that they don't understand him. I think both interpretations could fit since 'he is not yet ready to abandon the city life' but it also depends on your overall interpretation of the song
