Southgates football IQ is just not up there with the rest of the top managers. Even people who have no experience in coaching and tactics will tell you that, ole Watkins needs to start, maybe alongside Kane in a different formation, England is not a 4231 team, they are most likely a 433 or a 352 team. I'm not English but I've been watching them play since 02. The problem with the national team has always been that they play safe and often inferior players, who fit a specific system instead of building a system around their best players. The ability to be so impatient and not let creative players to play because of their risky style that might lead to mistakes is a bad way to coach. You always build a team with your best players and let them figure it out.

As an American, i feel your pain and we have a very similar situation here with Gregg Berhalter. This might be our golden generation and we are wasting it with him. His main tactic is to cross the ball, even though our team is short as hell, and it seems like every player is worse for country and better for club.

Something to consider: Just maybe some players have had too busy a season and are getting leggy. They need a rest for the second round. A good rebuild foundation is a refresh of the starting 11, system, tactical plan for game 3. England will advance to the second round but we are throwing away an opportunity to finish first with this £1.5 billion squad. That amount could have been closer to £2 billion if Greenwood, Grelish, Rashford and Sancho had better seasons.
Many times Pickford wanted a quick restart but his players were not ready. Often the wide player or runners were available for passes but none came or we went back or sideways. Insufficient support to create combined play suitations. Aside from the goal scoring play, England lacked cutting edge. They looked dull, disinterested, unmotivated. Appropriate time to step back and reflect.
