Wow. I thought I bought this product because you have it listed as the name of the product I bought, but my carrier does not seem to have that velcro adjustment thing or it is hidden in a way you didn’t show.
I didn't watch the video with sound but the strap that she has in her hands are the stirups. Your child puts their feet in there to relieve stress of dangling legs. Like when you are riding a horse or a bike and you have someplace to put your feet.

Hello Chandra, we sell the footrests as spare parts. That means you can buy them if you lose one from your child carrier or one breaks. However, since the child carriers are TÜV certified products, you can't " upgrade" or build your own footrests on a model that doesn't come with them. We do not recommend that you modify or change the carrier, as we can then no longer give a guarantee of safety.
