Ocean Boulevard is only a portion of MB and it's only like this at night in the summer. I've lived there for 30+ years and never had an issue yet. Young people like to cruise the boulevard at night and that's what this is. It used to be worse than this where traffic would barely move at all. Plenty of other places you can go in MB. If you book a hotel on the boulevard, just take any of the streets west to get between Kings Hwy and 17 Bypass to get to the meat of the city and away from this.
