It looks like it gives him the ability to control stars or something.
As Hoshi means star, he'd be a Star Man, meaning he'd be able to becoming a walking star (likely gaseous, set himself on fire), essentially something similar to Ace/Sabo's fruit. Either that or he'd turn into that dude from Earthbound 😂
