Then turn on the razer and dip the foil part into the tupperware. The hairs will fall out and the blades will become disinfected. It will dry quickly because alcohol likes to evaporate fast.
Its up to you. For best results I feel better with rinsing them to remove all the debris. If you feel comfortable using the cleaning brush then thats a great technique also.

you literally didn't read the foil shaver manual from babyliss, you did everything that shouldn't be done sir ! CAUTION! • DO NOT run shaver or cutters under water. Use only the small brush (included) to clean. • To clean the external surfaces of the shaver, use a damp cloth. Do not use strong detergents or other chemicals. • To dry, wipe the surface of the shaver with a dry towel. Do not use a hair dryer or heater to dry the shaver. • The shaver should not be used until it has completely dried.
It's a lot easier to take the shaver blades off. Pull up on them and they snap off. And click them back in once clean.
Air duster is the only good way. Water ? Yea prob best not to do the opposite of what the Manuel says

No need to use water on the cutters. Straight from the manual: "Use cleaning brush to whisk away any debris on and around cutter".
