When Kamen Rider Shinobi's Rider Time Special was first announced, it coincided with an announcement for another Special, with more details to be revealed soon. Once Ryuki made a cameo in Zi-O, this special was revealed to be an extended tribute for Kamen Rider Ryuki that would feature the return of the Rider War between the 13 Mirror Riders.
