I think it was missing from the base game because you unlock race wars after defeating the boss of an area, but since when you defeat darius you've won the game and it wouldn't make sense to add anything else after you already won.
I know it's two years since you posted this comment, but I think that maybe in early game development there was one or more bosses to beat (maybe San Juan was 5th territory) after Darius. Maybe Le Samurai?
This race could've been a bonus race/challenge, after you defeat Darius because you will have to race 19 cars in Silverton, they probably cut it out because what will the players do after they finish the game?
So, in the Challenge Series, on the PS3 and PS2 versions at least (maybe it's on the other platforms too), there is a Race Wars that says that it takes place in Silverton, but when you load it, it plays that race intro that played when you started the Silverton race, but the actual race is not in Silverton, it's in Kempton.
It could've been cut due to time constraints AND the fact that they have to develop the track itself and compatible with the Original Xbox, PS2, and PC unlike the 360 and PS3 versions which were worked on the most. EA were kind of harsh back then from 2003-2006.

Interesting trivia: among the unreleased tracks of NFS World there is a 9 laps circuit (which is now nicknamed "Casino Endurance"), but it does not use the same track! There may be a "Platinum Condos" among the tracks in World that are broken and cannot be loaded (yet?)...

My theory is: They simply mixed stuff up when they prepared everything for the final release and accidentally removed this Race War as well in every other version. Which would explain why the trackmap is still in the files. Even though it stays a mystery why they didn't re-added it with patches. Another Idea: It didn't really fit in the game. Stuff is not always been cut out because of budget or time constraints. It's also been cut out, because it doesn't fit. It doesn't fit to the "speed" of the game, to the story, the layout is not good, playtesters are not liking it etc etc.
Funny thing is EA actually went around deleting this track along with the "extra" tracks from the files with patches, can't say with which patch though, as I upgraded directly from 1.0 to 1.4. In 1.0 it only needed a trigger, rewards stuff and a couple other things I don't remember, while in 1.4 the track is only mentioned in the race list of the Silverton "race_bin", everything else such as checkpoints, shortcuts, startline, finishline and stuff was completely removed from the files. Of course the Intro19A nis file was missing in every version though...

My guess is that since it was towards the end of the game they had no time to record scenes, dialogue or get at least an SMS message into the game before physical copies were printed
couldn't it be possible that they wanted to push multiplayer replayability for this game, and didn't really feel compelled to add a race wars track after the final boss is defeated?

5 years later and it's fully functional in World
4 years late but ik where this race was used. It was used for le samurai the 5th crew. I think thats why it was called 5_war
