I am an R.N. with 30 years of experience. I have had patients with severe dementia as young as mid fifties and I have had patients in their 90's who are sharp as a tack. Biden's age is less of a factor than his cognitive status. He clearly has symptoms of dementia evidenced by his gait, his sometimes mumbling and incoherent speech, the way he yells with anger when giving speeches, his loss of awareness on stage needing to be redirected etc. Mark my words, Biden will struggle mentally on stage next week during the first debate with Trump for all the world to see.

I wouldn't be surprised if literally 15 to 20% of the people that were there were involved with providing security I would imagine video from the crowd was discouraged. I wouldn't be surprised if cell phones were confiscated and somehow someone smuggled this picture. The area that would be hardest to control would be individual people from companies that were contracted to put this event on or ironically, some of the cops themselves.
