I said this tier is based on my personal preference (my personal taste, opinion and choice) I've talked about power when I put Haku above the third hokage Hiruzen plus I've mentioned that I wasn't comparing the power level between Haku and Hiruzen (obviously Hiruzen is powerful) and also cleared the part by pointing out the mistakes that Hiruzen made.
