Idk about the PC version but on the mobile version, Annie is bugged. Her headliner version shoots double ability every time she casts instead of once every 4 times.
@@mod7065 she's supposed to be a 1-cost man. What were they thinking when they added this to her. If she were to throw double fire once every 3rd cast, it still would have been balanced while making her a viable carry for late game with spellweavers. Or early game carry with emo. And she could have been a good blue buff user other than Ahri. But for some reason they thought this was a good idea.
