It is a 10 count, not 10 seconds. A timer wouldn't be right as there are scenarios which delay starting the count such as the opponent not going to their corner. Not to mention the ref needs to tell and show the count to the fighter who just got their brain slammed inside their skull so they are aware of how much time they have.

Boxing DOES have an official timekeeper at ringside. His job is not only to keep track of the beginning and end of rounds, but begins counting the second someone hits the map. He has a clock that he hits when a boxer hits the canvas. The idea is that the ref can't keep time AND ensure fighter safety AND that the other boxer goes to a neutral corner. So what the ref does is look at the timekeeper who is holding up his hands that represent the offical count. Once digital clocks became a thing, there was a display for the ref and he didn't need to rely on hand signals from the timekeeper.
So, during the Tyson/Douglas fight either the timekeeper F-ed up or the ref misunderstood the hand signal - somehing I find doubtful.
That leaves us with two likely reasons: 1) The timekeeper screwed up; or 2) the timekeeper or ref were corrupt. Seeing as it's boxing we're talking about, corruption is the likely bet.
