In case the test case execution #1 fails, then Tosca launches the recovery scenario.
In case the test case is repeated (property setting: TestCase retries = 1), then if the test case execution #2 fails, then Tosca launches the cleanup scenario.

Please clarify me, however we keeping some testcases in cleanup scenario to reset the app. Then can't we place same test cases in recovery scenario instead of cleanup scenario. Does it fulfill same requirement or not?
Clean up scenarios intent is to reset your test case so further attempts of execution is not blocked because of the script failure.
Recovery scenarios are aimed at executing your failed test case successfully so the condition of resetting your TC (Clean up scenario) will not come into picture at all if recovery scenario is successful.
Thats why, clean up scenario is only executed when recovery scenario fails.
