The CBC's poor handling of local news in Windsor has killed its viewership and driven residents of Windsor and Essex to American broadcasters. The CBC really has failed at its mandate in Windsor. At least CBET even has local news, back in 1991 local news in Windsor was cut completely.

The date is based on the sports segment at 1:13, mentioning the Calgary-Vancouver Stanley Cup series and the fact that the Blue Jays and Expos both won. But April 7 was a Saturday, so it would have to be April *6*, 1984. Good catch!
