Copper sulfate is my guess, from etching.

It’s really a treat to see this considering I’m planning on doing a degree in electrical and electronics engineering and a degree in hydraulic civil engineering because I love large scale city drainage systems.

Solder mask? Silkscreen ink? A combination of the two? Solder mask comes in a bunch of colors, green being most common. Blue is one of them. Silkscreen is usually white. Put a batch of boards through that don't have the coatings fully cured, and I could see this happening. And a batch of boards that shouldn't pass QA.
