Board of Chosen Freeholders (2012) that “officials may strip-search individuals who have been arrested for any crime before admitting the individuals to jail, even if there is no reason to suspect that the individual is carrying contraband.”

Nobody skirts that without some sort of extreme exigent circumstances. He said they basically do it in a closet 😅 strap the person down, close the door, shock them, record their behavior afterwards. He says they still do it!!! Central State Hospital in Georgia. There are a couple of documentaries of it, before they were shut down in the 2000s.
