When this if folded, does it lock folded, so when you handle it to put in the car it doesn't unfold?

It folds up more like a manual wheelchair, so it doesn't lock in place. So long as its placed in a vehicle on its side, it would not unfold.

No good arms don't fold can't get close enough to a table!

The arms can flip upwards using the red button on the side of the arms! Hopefully that helps!
