After having read all of Tolkien's works, I have the distinct feeling that because Eru Iluvatar was not in the world and by design could not directly affect the goings on at the sociocultural level, that Bombadil was the directly connected physical extension of Iluvatar. That would explain why he is eldest and fatherless. Like the prototype man that was kept going because he served this direct purpose, which even the Valar could or would not. Plus the powers he has..
Yea I think like you do. He is basically the songs in human form. He is the very first thing ever created on the earth. That’s why he never gets involved in anything because it’s not his role. He just teaches people to find the answers themselves he never even gives it to them he just helps them find it themselves
I think Tom would actually be tulkas in tolkiens mythos. A valar curious but not interfering overmuch in the third age and Nessa being Goldberry He would not be Illuvatar in the mythos as Tom has boundaries spoken of in the council of elrond

Illuvitar was not indifferent to the plight of everyone in danger of Sauron, nor was he untrustworthy and forgetful, nor would he have eventually succumbed to defeat if Sauron took the ring back. (See the Counsel of Sauron for a description of why Tom would be an unfit guardian of the ring and contrast that with what their 'god' was like.)
