Energy service contracts are not up for approval but are auctioned and awarded to a contractor. I don't think you can attribute it to BBM as this inevitably would have happened no matter who sits in the Malacanang.

Mindanao sits on the Pacific Ring of Fire, making it ideal for expanding geothermal energy production. Mindanao's abundant rivers and waterfalls offer good potential for hydropower. That’s the assumption I think. Since we won’t need to buy coal from other countries and would have more control to the renewable projects since they’re now living here. But i guess safeguards are needed to ensure fair electricity bills.

In the even the project did not push thru within 2 years.. it will be non refundable or only 1 million will be refunded... if project push thru... 3 million bond shall be refunded... that way investors will be on alert
