I personally believe it's because Squeaky Clean Sprint, unlike every other booster nitro, was made for 8DX *first*. The added ramps and such seem to just be for the score combos that Tour revolves around, which makes sense if the course was ported the other way around and they had to make changes for that game specifically
The only assets not present in 8 Deluxe are the clothing pin ramps, which were only there in Mario Kart Tour because of that game's combo system. The note blocks do not count as they are exclusive to the T and R/T variants.

Not only is it internally referred to as a Tour track, and porting from a mobile game optimized for many mobile devices to a game optimized for a single device is much easier and more feasible compared to the other way around, but multiple parts of the track were clearly developed specifically for the R variant in Tour (the arrow on the drain grate, the grate on the bottom of the bathtub to propel players out, etc.). Also all tracks in Tour are finished quite a while, usually at least quite a few months, before releasing. (I know people theorize that the BCP's release accelerated development on this track and a few others, but there's really not that much confirmation other than people finding loose patterns)

You realize they were always meant for Tour, right? Nintendo pushed out some of these tracks before release in Tour because of either marketing or timing because of Tour's 2 week update structure.
What?! They added Wave 5 of the Booster Course Pass Reverse Fix Reverse Fix mod. And the updated the overhaul textures. Such as: DS Shroom Ridge from Mario Kart DS was appearance in Doctor Tour (2023). GBA Boo Lake from Mario Kart: Super Circuit was appearance in Halloween Tour (2023). GCN Waluigi Stadium from Mario Kart: Double Dash!! was appearance in Mario VS Luigi Tour (2023). And Yoshi's Island a nitro track and from Mario Kart Tour was appearance in Yoshi Tour (2023).
All the added assets in this version compared to the 8D one further my theory that they had to rush wave 5 a bit.
