It was mostly George Martin who put it together and did the arrangements from some fragments of music by Paul McCartney. In the end, Martin should have had much more credit especially composition credit.

As usual McCartney showing off about writing it in 30 minutes.
For me the brass doesn't work for a wedding scene, despite it being in the north, and is incongruous.
