How many miles did this truck have before you changed the filter? Is there a drain plug?

I'm not sure how many miles it had, I also don't think there is a drain plug on it. There is definitely a drain on the fuel water separator though

Do I have to drain the filter housing first?

I never do, some fuel might spill out depending how stuck in the old filter is. But usually fuel will just drain down when the old filter is removed. If you're changing the fuel water separator I would recommend draining first.
