If i remember Unique Geese the creator of Banban Reincarnation wanted to every character have a role on the daycare and because in the original game every time that Jumbo Josh 'says' something in the wall is about eating health food,so because of this he makes Jumbo Josh a chief and actually have some lore in the game that a employer at the daycare was a chief but she wanted a resignation and actually his nickname on the daycare was 'Jumbo Julie' because of her being overweight.
I think opila and jambo josh don't fit with banban kindergarten. It's a kindergarten. It has to be designed to make kids like it, not designed to be scary.
