I believe these are bots that spam on world chat selling cheap orbs considering they are not in the marketplace. There is no way they can transfer to sell platinum.
Platinum transfer works by abusing the marketplace. Stolen CC to buy plat, then use plat to buy max price gem on a recipient account which has its own quantity of marketable leg gems thru in-game purchase or whatever. Original account gets neg-orbed, recipient gets to keep the platinum. Susan uses this method too. Bliz is guaranteed aware and probably profits off it on the back-end.
Fastest click mechanic for marketplace, vault defense and other parts of the game just invite auto-clickers. Make it a raffle sort of mechanic to stop these cheats

I'm not sure how you can re-sell a 64 K platinum quality 2 gem when that's the max price and you pay a 15% sellers fee, unless you mean for when there is a gem much cheaper. Tthough, if they're always sold out the market rate is going to be max value and people usually sell for market value. You'd have to buy the gem for less than 54.4 K before you could get any profit which is already 10 K below market value.
I know this is an old message but it's not about how they are betting on the gems. It's about controlling the market so they can price you out of the market make you sell for lower and buy for higher. Think about it. 80 account 50% have gems when you post up a gem 30 of them post lower.if you keep it high price no one buys.

I got a second toon I farm plat on and roll legendary gems on with the fading ember I make like 5k go 15 k a week on it then on my main I'll sell a rank 2 gem at max price and buy it with my alt so basically I send like 6 k plat over to my main from my alt the I sell the gem on my alt to get some back. If I ever get lucky and get a 5 star on alt I'll be rolling;!! Hope something like this is never banned

Also, each of those so called "bots" (you have no proof) would have to have 64k platinum or whatever to even bid on a gem. I see about a dozen alts there. Maintaining 12 * gem cost for each alt just to bid is stupid.
They use stolen credit cards to offload platinum onto dump accounts. 1 legit account sells legendary gems for ridiculous price to the stolen CC account which has bought platinum with orbs. CC charges back, account goes neg-orb, but they've already bought that Pebble for 128k platinum and the plat stays on the receiving account since Bliz can't really tie it to the stolen CC. Rinse & repeat - inflated plat quantities on the market, RWT for Susan works this way too.

Long as you're not using stolen CC's to buy orbs you're in the clear. That's the same technique used by all the plat sellers.
