I remember this Saturday morning cartoon classic when I was a kid. It wasn't one of the worst I've seen, but the dog allergy thing was silly. Mr. Socrates might have gag programming from a coder that kicked in a subroutine to simulate an allergy whenever a canine appeared.
Even as a kid I thought it was odd for a machine to have allergies! I used to think this was like the Wizard of Oz in which Mr. Socrates was a front for a real human who wished to remain anonymous - which would explain the aggressive sneezing when Elvis was in the room.
That's what I suspect that Mr Socrates was actually human that was hidden somewhere in the computer which could explain how he's allergic to Elvis. If the series got a second season of new episodes then they could had explored that plus gave Butch and the gang an origin story on how they got to be secret agents and rock group.
Well John was Fuzzby as well it would have been an interesting call back. Speaking of Sneezly I kinda wished that they got Mel Blanc doing the sneezes in this series instead.
