I’m a native English speaker. I’ve been driving for 45 years. I still have no idea what the cop was trying to say about the way they made the turn and why he was getting a ticket.
Honestly I think the old man understood english better than the cop and was trying to tell the cop what happened, however the cop kept shutting him down trying to force his incorrect explanation. The problem is, it wasn't a u-turn, the police officer kept misspeaking which would have confused anyone let alone a non-native english speaker. The old guy was coming from a minor street and turning left onto a major street without a stoplight. However another car was in front of the old guy and had pulled into the median to wait to complete the turn left while the old man was still on the minor street. The old man, instead of waiting for the first car to turn left, pulled across the first part of the road side by side from the first driver who was still in the median waiting to turn left. So now you have two cars sitting in the median next to each other waiting to complete the left turn. At least that is what I gathered from the video. The cop completely described that situation in the most fubar way possible and then the lack of communication lead to frustration from both sides.
Not defending the cop but I think the cop was saying when he made the u turn (let's say a 3 lane road for conversation sake) there was a car in the far right lane and when he turned into the middle right next to the other car instead taking the far left lane....BULLSHIT essentially but I do get what he's saying we have that in fl as well. I always say with stuff like this most cops won't trip...unless u run across a cop that just walked in on his wife with the tennis coach and then has to go to work. As a LEO and a former LEO in OK, this absolutely disgusts me! This officer abuses his power and authority in this situation. Yes OK has a law stating if a driver refuses to sign a citation, they COULD be arrested and taken to jail. The same goes for having an expired tag, expired registration, or an expired license. Usually, that would be a department policy as to whether they take someone to jail for that. The officer could have written refused to sign, given him the citation, and left it to the court to figure out. As for the takedown, if one was warranted, he could have just done a simple circular sweep (arm grab and outside foot draws a C while keeping an individual off balance and slowly goes to the ground) and guided the man down. Not much force is used with this move. I would not have used any force. The man clearly isn't a threat. It would be easy enough to just place his hands behind his back and put the cuffs on. He did say he would go to jail. I hope the DA charges this officer for abuse of power, excessive force, abuse of the elderly, assault with great bodily harm, and whatever else they can find. The City will be paying out for sure.

A cop got found guilty for manslaughter for dropping a 90yo woman with a taser here in Australia... They tried to argue it was justified but the body cam did them in.

If a 6’4 250 pound man in his 30s poked me in the chest and was acting aggressive that could be an appropriate response.. this was an elderly 120 pound man frustrated because the officer wouldn’t hear him out because of a language barrier. That cop has to be fired minimum

As someone whos dad recently had similar injuries from an accident. At that age that changes you permanently. My dad has never been the same since his head injury. I can’t imagine it being because of a cop. That’s so unfair.
My dad fell and hit his head on the ground and developed trigeminal neuralgia which is also commonly referred to as the "suicide disease." He deals with extreme pain years beyond the injury. He was only 56 when this happened. This cop slammed this man's into the ground. I hope that the poor man is ok. As a resident of Oklahoma city, I hope I never run into this cop
Came here to say the same. I'm grateful that man got medical care; my dad suffered from a hematoma and ended up dying months later after struggling, surgeries, losing basic motor function, then deteriorating in a nursing home. I couldn't even be there because he told the family not to contact me. (My family situation is fucked on both sides, but I won't go into that). I hope this guy gets to see his family again.
Speaking from experience, if you have access to psychedelic medicine like psilocybin, that can be a life changing treatment to repair brain injury. Uncle Sam thinks it's good enough for veterans with TBI. It's good enough for me.

Im 50. I've been driving since 14. I have been a licensed driver in the US, germany, and japan. I have no clue what the officer was trying to explain to him or what the officer thought he did wrong. The officers explanation of why he was being cited was terrible and i couldnt understand what he was saying as an english speaking person. As far as the guy swatting him, sure, go ahead and secure the arm. But he didnt just do that. He secured the arm, stepped behind him, and arm barred his head into the asphalt. That required thinking, it wasnt a reaction. The cop did request for back up several times, likley due to knowing he was getting frustrated. The department does share a portion of the blame if no one, including the requested supervisor, bothered to assist

The officer simply does not have either the intelligence or retained training to consider de-escalation as the only way to resolve the scene via a translator/relative. That head slam was utterly gut churning to watch. The officer's frustration brought out the anger and that aggressive throw down...interesting that there is no bodycam available. This individual simply does not have the appropriate temperament ( surely this would have been noticed by his superiors?) and should do time for this assault. Just awful, I hope the elderly gentleman is comfortable.

This is disgusting. I’ve already spoken to over a dozen officers who work there since this incident occurred and they’re doing everything they can to get him fired and his certification revoked. I hope it goes up the chain of command. As of now, he’s still suspended without pay.
Thank you. I tagged OKCPD's X-account. I looked through their timeline and couldn't find this incident. Glad to hear that they're taking this seriously. Oklahoma typically has pretty good law enforcement, this kind of thing is a stain on our state.
I'm an asian immigrant from Japan, but born in Korea, so I speak both languages. I'm a conservation officer so maybe my opinion doesn't matter, but in cases of language barriers, instead of getting pissed and just pulling my firearm and arresting them, it's a simple pull out google translate and try to explain it to them, or contact a person in their family who can translate it for me. Even if it does escalate to what it did, I'm not slamming them, it's a simple talk to them, de-escalate, and hopefully get them to sign it.
It's really quite simple. If they speak any English at all, but it's limited, like in this instance, you just use simple language. For explaining the ticket, for example, I'd say something like "You are signing that you will go to court for this. It does not mean you did anything wrong." If they don't speak any English at all, then yes, Google translate or, like Donut said, getting a family member on the phone is your best call
To be honest, and with the caveat that we are only seeing short clips as opposed to the unedited entirety of the incident, the cop seems to have only escalated during the interaction. It can be very frustrating trying to communicate across language barriers but that is where patience and calmness are vital.

I had something similar in the same city, cop tried to give me a ticket for a native tag, had to call his supervisor just for the supervisor to tell me I'm good and yell at the officer as I drove away

I feel very sorry for him. Luckily donut’s video just taught me to never call the cops during a traffic accident! I was always told to do so to “report it” right away for insurance case. Didn’t realize they just want to give tickets lol, screw that.
My grandmother fell in a nursing home over a month ago, the brain bleed caused her to pass away 2 days after the incident. She was already dealing with late stage brain cancer but seeing this stuff is really hard to watch seeing the force this (should be fired by now) officer used on this elderly man.

Had this happen before to a mother of an officer. It got physical between the son and arresting officer. Mother did nothing but be confused and excessive force was used broken arm and ribs. Wish arresting officer was criminally charged.

Asians are frugal. They can also be difficult because in China and other areas you can legit haggle and talk your way out of things with the police. This amount of force and lack of patients was unaceptable to use against an old unarmed man.
I don't understand why some people in authority react so poorly to confusion. Particularly when dealing with the elderly. It's like they think their authority is being challenged, but what's really happening is the person they're talking to doesn't understand what's happening. You see it with the mentally ill as well.
It's harder to deal with. Unreasonable and difficult people get justified force. Normal people sign the ticket. Normal cops don't have tools to deal with that kind of confusion. So they use the tool they have, that's force.
They aren't used to having to modify their behavior due to the actions of a civilian. You do what they say or there is a possibility the civilian can die, all government sanctioned. That is an awful lot of power and many of them can't handle it and abuse the 'privilege'. Plus many laws are 'non intent' laws, so the reason somebody is breaking the law is irrelevant, simply the fact they are is enough. So if someone is not complying due to confusion, well, doesn't matter, all that matters is that they aren't complying, so they will be punished.
From someone who used to be a hardline cop supporter, if cops and departments didn't have a widespread issue then I would support them. I used to work in government and a big issue is at the city level where corrupt politicians hire corrupt police chiefs and it creates a bad culture. Thin Blue Line mentality needs to end.

The fact that nobody knows if he's going to be fired and have his certification revoked, or not, tells you the system is broken. We've seen many incidents like this where the department refuses to admit wrong doing.
We just had a case finish in Australia where a 96 yr old woman in a nursing home died after being tased. She had a knife which was the reason the police got called. He was found guilty of manslaughter. Sadly these events give all of the antisocial, cop haters reason to continue their way of being. If we're lucky we will get to be the older people and deserving of some understanding and respect.

@nickvanachthoven7252 she had a walker, hardly mobile but I think it was the fact he quite quickly said, "bugger it" and tased her. She died in hospital a week later. Of course, you've got some baying for his blood and others wanting him to be exonerated. She had dementia which makes it very hard to talk to her and yes, she could still hurt someone. I don't know, it's a "had to be there". There's body cam but I haven't watched it

He is a very well mannered, well dressed elderly gentleman.. no one is required to sign a document that they don't understand.. in this day and age the officer could just call for advice and translation etc.. if he thought there was a medical issue then that should have been delt with also.. the 'peace officer' is causing conflict..
There should never be a compulsion of force to render one's signature - I don't care if that's the law of the state, it's wrong. I was in the Army and if a soldier refused to sign a mere counseling statement we had a provision to note that and there was no cause for charging them under UCMJ.

No, hate crime is over accused. For something to be a hate crime that have to commit the crime because of hate for that specific group, not simply because the victim happened to be different.
Do cops not know there are apps to instantly translate from english to whatever language? They work really well. We have a Ukrainian cleaning lady at work and she uses them to communicate with a lady who speaks some English but fluent Spanish. Something like that would've worked perfectly in this situation.
The dangers of the elderly falling is internal bleeding, especially if they're taking things like blood thinners or baby aspirin. Brain bleeding is a serious thing for them. As someone who has to take care of elderly parents, every fall they have, it's straight to the emergency room.
Just confirm this guy had a valid drivers license and took a test and it’s supposed to know the rules of the road and what he supposed to do during an accident. Just because they’re foreign doesn’t absolve them of knowing how to be reasonable, don’t think the cop did anything wrong , just because he doesn’t know the English language doesn’t absolve him of understand the rules of the road. This could’ve been resolved if he actually understood the rules of the road.

In all my 25 years as a police officer, 15 years as an accredited police academy instructor teaching Use of Force and other cert. programs, seen something horrible like this. In calculating the use of force on someone absent deadly force, an officer must determine the threat against himself or others. Passive, Active and Active Aggression. Terminology most likely has changed since my retirement, however the principles are the same. This officers ego after being touched, went right to active aggression … his own active aggression. Therefore, this was definitely excessive and he will have to face his actions. Things an officer must determine is Age like in this case. It carryovers in when I taught handcuffing and control. Age, pregnant, injury. Donut and all other officers know what I’m talking about …. This officer not only violated policy / procedures, rules and regulations, he also violated state law. This video will probably now be shown in all police academy recruitment classes and recertification classes of what NOT to do.

Hell I could barely understand what the cop was trying to say. He went from saying you can’t swap lanes to saying you can’t be next to cars when turning over to saying there can’t be a gap.
Which is all great points to make in the court room when getting the citation thrown out. End of the day the cop here is right that citations are not argued on the street, they are argued in front of a judge. Cop has legal authority to have arrested him and it was in his best interest to sign the damn citation. Legal authority to arrest however does not mean legal authority to attempt to murder a non-threatening subject. Both are in the wrong for different reasons, the cops reasons just happen to be far more severe and deserve prison time.
It doesn't matter what the cop is trying to say. What matters is that you can fight it in court. If you get frustrated and hit a person, you've started the fight. Event A is the cop trying to give you a citation. Event B is you getting frustrated. Event C is you putting your hands on the guy and getting yourself hurt. It is not Event A that caused Event C. It is Event B that caused Event C. Don't feel so entitled to safety. If you don't speak English thats YOUR problem. Could easily say wait let me call someone to translate. The officer never said 'you're under arrest,' and both of the man's hands were already behind his back before he was slammed to the ground. It’s clear this was a deliberate act meant to cause harm, simply because the man dared to talk back. Criminal charges are absolutely warranted in this case.

You might have called and complained to someone about what you saw on this video, but you definitely didn't "file a complaint." You weren't there and it in no way involved you, so your "request for charges" will result in f*ck all.
That is absolutely, completely and utterly bang out of line. That officer should be on remand (prison awaiting trial) for attempted murder. Here in Scotland, the offence of attempted murder has a clause that states you're guilty if your action "is so reckless as to show utter disregard for the consequences". A gentleman like him, in these circumstances, should never have been subjected to force like that. It's inexcusable, reckless and shows utter disregard for the consequences. I wonder why the officer didn't just take a step back, and maybe just phone for a translator. That's what I always do. If nothing else, it's only fair that everyone understands what's going on. Let's just hope that that officer is never inflicted on the public again, gets the jail, and that the victim makes a fast and full recovery.
We basically just witness Reckless Endangerment. That officer should have had his job stripped from him, and should be facing charges. I sincerely hope the family seeks recompense for his actions. What an absolute disgrace.

Here in Oz recently, a police officer who (within 3 minutes of arriving) Tasered a 95-year-old woman with dementia symptoms at a care home has been found guilty of her manslaughter. She suffered a brain bleed during the fall and died a week later in hospital. Since then he's been suspended without pay, found guilty and out on bail awaiting sentencing.

Honestly I think the old man understood english better than the cop and was trying to tell the cop what happened, however the cop kept shutting him down trying to force his incorrect explanation.
The problem is, it wasn't a u-turn, the police officer kept misspeaking which would have confused anyone let alone a non-native english speaker. The old guy was coming from a minor street and turning left onto a major street without a stoplight. However another car was in front of the old guy and had pulled into the median to wait to complete the turn left while the old man was still on the minor street. The old man, instead of waiting for the first car to turn left, pulled across the first part of the road side by side from the first driver who was still in the median waiting to turn left. So now you have two cars sitting in the median next to each other waiting to complete the left turn. At least that is what I gathered from the video. The cop completely described that situation in the most fubar way possible and then the lack of communication lead to frustration from both sides.
Not defending the cop but I think the cop was saying when he made the u turn (let's say a 3 lane road for conversation sake) there was a car in the far right lane and when he turned into the middle right next to the other car instead taking the far left lane....BULLSHIT essentially but I do get what he's saying we have that in fl as well. I always say with stuff like this most cops won't trip...unless u run across a cop that just walked in on his wife with the tennis coach and then has to go to work. As a LEO and a former LEO in OK, this absolutely disgusts me! This officer abuses his power and authority in this situation. Yes OK has a law stating if a driver refuses to sign a citation, they COULD be arrested and taken to jail. The same goes for having an expired tag, expired registration, or an expired license. Usually, that would be a department policy as to whether they take someone to jail for that. The officer could have written refused to sign, given him the citation, and left it to the court to figure out. As for the takedown, if one was warranted, he could have just done a simple circular sweep (arm grab and outside foot draws a C while keeping an individual off balance and slowly goes to the ground) and guided the man down. Not much force is used with this move. I would not have used any force. The man clearly isn't a threat. It would be easy enough to just place his hands behind his back and put the cuffs on. He did say he would go to jail. I hope the DA charges this officer for abuse of power, excessive force, abuse of the elderly, assault with great bodily harm, and whatever else they can find. The City will be paying out for sure.

As someone whos dad recently had similar injuries from an accident. At that age that changes you permanently. My dad has never been the same since his head injury. I can’t imagine it being because of a cop. That’s so unfair.
My dad fell and hit his head on the ground and developed trigeminal neuralgia which is also commonly referred to as the "suicide disease." He deals with extreme pain years beyond the injury. He was only 56 when this happened.

Came here to say the same. I'm grateful that man got medical care; my dad suffered from a hematoma and ended up dying months later after struggling, surgeries, losing basic motor function, then deteriorating in a nursing home. I couldn't even be there because he told the family not to contact me. (My family situation is fucked on both sides, but I won't go into that).

Im 50. I've been driving since 14. I have been a licensed driver in the US, germany, and japan. I have no clue what the officer was trying to explain to him or what the officer thought he did wrong. The officers explanation of why he was being cited was terrible and i couldnt understand what he was saying as an english speaking person. As far as the guy swatting him, sure, go ahead and secure the arm. But he didnt just do that. He secured the arm, stepped behind him, and arm barred his head into the asphalt. That required thinking, it wasnt a reaction. The cop did request for back up several times, likley due to knowing he was getting frustrated. The department does share a portion of the blame if no one, including the requested supervisor, bothered to assist

The officer simply does not have either the intelligence or retained training to consider de-escalation as the only way to resolve the scene via a translator/relative. That head slam was utterly gut churning to watch. The officer's frustration brought out the anger and that aggressive throw down...interesting that there is no bodycam available.
This individual simply does not have the appropriate temperament ( surely this would have been noticed by his superiors?) and should do time for this assault.

This is disgusting. I’ve already spoken to over a dozen officers who work there since this incident occurred and they’re doing everything they can to get him fired and his certification revoked. I hope it goes up the chain of command. As of now, he’s still suspended without pay.

I'm an asian immigrant from Japan, but born in Korea, so I speak both languages. I'm a conservation officer so maybe my opinion doesn't matter, but in cases of language barriers, instead of getting pissed and just pulling my firearm and arresting them, it's a simple pull out google translate and try to explain it to them, or contact a person in their family who can translate it for me. Even if it does escalate to what it did, I'm not slamming them, it's a simple talk to them, de-escalate, and hopefully get them to sign it.

It's really quite simple. If they speak any English at all, but it's limited, like in this instance, you just use simple language. For explaining the ticket, for example, I'd say something like "You are signing that you will go to court for this. It does not mean you did anything wrong." If they don't speak any English at all, then yes, Google translate or, like Donut said, getting a family member on the phone is your best call
To be honest, and with the caveat that we are only seeing short clips as opposed to the unedited entirety of the incident, the cop seems to have only escalated during the interaction. It can be very frustrating trying to communicate across language barriers but that is where patience and calmness are vital.

My grandmother fell in a nursing home over a month ago, the brain bleed caused her to pass away 2 days after the incident. She was already dealing with late stage brain cancer but seeing this stuff is really hard to watch seeing the force this (should be fired by now) officer used on this elderly man.

Had this happen before to a mother of an officer. It got physical between the son and arresting officer. Mother did nothing but be confused and excessive force was used broken arm and ribs. Wish arresting officer was criminally charged.

They aren't used to having to modify their behavior due to the actions of a civilian. You do what they say or there is a possibility the civilian can die, all government sanctioned. That is an awful lot of power and many of them can't handle it and abuse the 'privilege'. Plus many laws are 'non intent' laws, so the reason somebody is breaking the law is irrelevant, simply the fact they are is enough. So if someone is not complying due to confusion, well, doesn't matter, all that matters is that they aren't complying, so they will be punished.
From someone who used to be a hardline cop supporter, if cops and departments didn't have a widespread issue then I would support them. I used to work in government and a big issue is at the city level where corrupt politicians hire corrupt police chiefs and it creates a bad culture. Thin Blue Line mentality needs to end.

We just had a case finish in Australia where a 96 yr old woman in a nursing home died after being tased. She had a knife which was the reason the police got called. He was found guilty of manslaughter. Sadly these events give all of the antisocial, cop haters reason to continue their way of being. If we're lucky we will get to be the older people and deserving of some understanding and respect.

Of course, you've got some baying for his blood and others wanting him to be exonerated. She had dementia which makes it very hard to talk to her and yes, she could still hurt someone. I don't know, it's a "had to be there". There's body cam but I haven't watched it

There should never be a compulsion of force to render one's signature - I don't care if that's the law of the state, it's wrong. I was in the Army and if a soldier refused to sign a mere counseling statement we had a provision to note that and there was no cause for charging them under UCMJ.

Do cops not know there are apps to instantly translate from english to whatever language? They work really well. We have a Ukrainian cleaning lady at work and she uses them to communicate with a lady who speaks some English but fluent Spanish. Something like that would've worked perfectly in this situation.
The dangers of the elderly falling is internal bleeding, especially if they're taking things like blood thinners or baby aspirin. Brain bleeding is a serious thing for them. As someone who has to take care of elderly parents, every fall they have, it's straight to the emergency room.

Just confirm this guy had a valid drivers license and took a test and it’s supposed to know the rules of the road and what he supposed to do during an accident. In calculating the use of force on someone absent deadly force, an officer must determine the threat against himself or others. Passive, Active and Active Aggression. Terminology most likely has changed since my retirement, however the principles are the same.
This officers ego after being touched, went right to active aggression … his own active aggression.
Therefore, this was definitely excessive and he will have to face his actions.
Things an officer must determine is Age like in this case. It carryovers in when I taught handcuffing and control. Age, pregnant, injury.

Hell I could barely understand what the cop was trying to say. He went from saying you can’t swap lanes to saying you can’t be next to cars when turning over to saying there can’t be a gap.
Which is all great points to make in the court room when getting the citation thrown out. End of the day the cop here is right that citations are not argued on the street, they are argued in front of a judge. Cop has legal authority to have arrested him and it was in his best interest to sign the damn citation.
Legal authority to arrest however does not mean legal authority to attempt to murder a non-threatening subject. Both are in the wrong for different reasons, the cops reasons just happen to be far more severe and deserve prison time.
It doesn't matter what the cop is trying to say. What matters is that you can fight it in court. If you get frustrated and hit a person, you've started the fight. Event A is the cop trying to give you a citation. Event B is you getting frustrated. Event C is you putting your hands on the guy and getting yourself hurt. It is not Event A that caused Event C. It is Event B that caused Event C. Don't feel so entitled to safety.

The officer never said 'you're under arrest,' and both of the man's hands were already behind his back before he was slammed to the ground. It’s clear this was a deliberate act meant to cause harm, simply because the man dared to talk back. Criminal charges are absolutely warranted in this case.

Here in Scotland, the offence of attempted murder has a clause that states you're guilty if your action "is so reckless as to show utter disregard for the consequences". A gentleman like him, in these circumstances, should never have been subjected to force like that. It's inexcusable, reckless and shows utter disregard for the consequences.
I wonder why the officer didn't just take a step back, and maybe just phone for a translator. That's what I always do. If nothing else, it's only fair that everyone understands what's going on.

Here in Oz recently, a police officer who (within 3 minutes of arriving) Tasered a 95-year-old woman with dementia symptoms at a care home has been found guilty of her manslaughter. She suffered a brain bleed during the fall and died a week later in hospital. Since then he's been suspended without pay, found guilty and out on bail awaiting sentencing.
She was tooled up though

@@matthewaves255 yes,she had a steak knife. She also walked with a zimmer frame and took 30 seconds to cover a 2 metre distance. The officer had enough time to go make a cup of tea and to come back before she would have got anywhere near him

This pisses me off so much. Absolutely disgusting, officer needs to be charged to the fullest extent of the law.
The Police Department needs to let that cop go. He doesn't have the temperament nor the judgement to be a police officer.
