I remember first playing combat evolved when it came out for the xbox 360 my dad had come home and got it as a surprise for me and my brother (he was gone for a week because of work leaving us with our bi polar mom) first game that I ever played and ive played and completed every halo games campaign etc and coming to this in january 2019 im crying from the nostalgia a single lonely tear running down my cheek love everyone.

That's a question not easily answered. The character, as in Thel Vadam'ee is present during Halo 1, as a shipmaster that followed the Autumn. However at the time he doesn't hold the rank of Arbiter, nor does he get referenced during gameplay. You meet him at the beginning of Halo 2, being 'Executed' and ascending to the rank of Arbiter

the backstory for him is that he was in an orbiting ship overseeing the battle. I believe he was a shipmaster back in 1.
