You can created headers\footers both in Elementor Theme Builder or with the Crocoblock's one, which is available with JetThemeCore plugin (crocoblock.com/knowledge-base/articles/how-to-create-a-custom-header-with-jetthemecore/)

You're right, the plugin is great but not user friendly .. You need to provide a detailed guide from start to end how to apply this menu to the desktop & mobile devices. Not start from the end when the menu already finished. I think that's the common tutorial usually made. I still find a way how to apply the menu to the desktop & mobile view.
