Why scroll avoid in MAX_WIDTH | width, max-width, min-width property in CSS | TAMIL

How width, max-width, min-width property worked in a browser.
If my viewport smaller than the content width making horizontal scroll. To avoid this using max-width property.
max-width property applied to that content, when my device width smaller than the content width automatically content width changed into viewport width.
