So why do you need an ice type like avalugg, that is slow and can go down with a special effective attack before can react when you could choose better tanks or bulky pokemon with better defensive typings?

You run screens on your mons to give them longevity on the field, which includes giving them a greater ability to switch into attacks. Gamefreak made Snow the most easily accessible weather to gain screens for a reason, because Ice types tend to have fewer resistances. The tools are there for you, you just have to use them. As far as Avalugg, it's not a frail pokemon. It has base 184 Defense. It can switch into a super effective move just fine with Reflect/Veil up, because they halve physical damage. You will also be able to take some special hits despite its poor Sp.Def if you have the proper investment.
