i don' t know what you are saying; in international rules, only the chair shouldn't move, but of course you are allowed to move on your chair. It is even recommended for the vision of the lines and to be more accurate on every shot. You are lucky if you can play as well as them without moving from your chair ;-)
Salman khan, like pierre said, positioning yourself to come in line with pocke, coin and striker is allowed and advised by professionals for blood circulation of body. You also move your ass and you will notice improvement in game. All the best.
