The word refrain means totally end. Do not says pwede mag gambling,smoking,drinking Kong hinde kasali ang student mo. Kasi mawala ang word refrain ma'am.
I agree refrain means stop. That is why i said as much as possible stop doing those. However, teachers are ordinary people who have vices too. They can do those occasionally but with precautions and moderation.
