I have theory that the transformation actually happens in less than a second. It looks like taking lots of time for us, the watchers, not for the characters.

For example, when Rei and Ami transform in front of Koan and Berthier respectively, or all five of them in front of Chibiusa, they are clearly watching everything play out and are able to see exactly what we see (besides the stylized backgrounds). The most famous example would be when Usagi transforms in front of Mamoru in the first season; she wouldn't have a reason to be embarassed if she was in "another dimension" and its clear he was fully watching her change.

Maxwell G it’s just dramatic effect. they transform instantly in the manga, rei and ami both have instant transformation scenes in pgsm, michiru instantly transforms in the backstory episode in sailor moon s, etc. and like every single magical girl show that was inspired by sailor moon sticks with that concept and shows their characters transforming instantly (various precure seasons and powerpuff girls z have examples of this)

I like how near the ending of Sailor Moon S, the qualities of the transformation got a lot better. As you can tell, Venus's ribbon is a lot clearer and brighter, and sailor moon's are clearer and brighter as well.

This is fanfare. It's the first time since really early in the season that these characters transformed to fight together and now they're facing the final Witch of the Witches 5. It's meant to get the audience excited. :P And Usagi's portion is only about 37 seconds.
Their speeches are, technically, their planet power speeches. So, I guess this is the nearest we get from their Planet Power sequences, à la Outer Senshi, on the 90's adaptation.

After all these years, it still bugs me that they didn't make each inner senshi's transformations the same length and tempo so they could all transform simultaneously in a four way split screen. Would have been both gorgeous and concise.

将軍(真のキング)がエンデミオン(山崎大輝)かセーラースターファイター(はじめしゃちょ)かセーラーマーキュリー(安藤康太)の誰になるかと言うと、それはエターナルセーラームーン/プリンセスセレニティー(森琴奈)の旦那になった者になります。そしてキングが決まった後、選ばれなかった者にここに書いてる者とネットやSNSでの友達に色々な寺社での絵馬や正式参拝において言ってはいる全ての者にキングに仕える貴族や王室に仕える者として集い、最終的には皆が一つの大樹のように家族親族となるように願いをしており神々仏様達の総意で許しを得ており、天照大御神様より総意の神託で御言葉であると私は告げられております。万が一でもそれを違えた場合は、言って来てる通り神々仏様達の総意で天照大御神様は前から私がたまわっていた御言葉を伝えていた通りになり、反対していた皆が死んだ後魂は、天照大御神様と神々仏様達全てが自らが手を下して魂の死滅を促し魂その者を消滅させるそうです。私が、神宮において正式参拝をした際私以外を何故か大御神様が怒っており、そのむねを告げてこられました。私も恐ろしく思いながら聞いておりましたし、神々仏様に天照大御神様達は私からの報告を私の魂に触れて受け、貴方達の魂に触れての事で私以外の人に対して怒ったらしく、万が一の時いくらお祈りをしたりお布施をしたりしても聞かずに皆の元に神罰を下すそうです。万が一の事がないように私からも皆さんにお願いします。
因みに、セーラーウラヌス(森潤成)とセーラーネプチューン(寅年婦警)は当てはめ通りツインレイ。小学生の頃から俺は様子を何気に目について見ることになった際、やっている挙動や考え方が端から見ている場合でも似てて俺もその当時の感想は潤成を見ているような不思議な感覚があって何か俺は直接対峙したとき何気に目で物を伝えて来てた寅年婦警に対して思っていたのは、何か俺は気にさわる事をしてたみたいで悪いなあってね…。それにしても愚弟に似ているな。愚弟にもこう思われてたのかな…これは両方の為に皆の為に直さないとなって思って直したと俺は思っていた。だから兄目線で見てたふしがある。
勿論、俺より年下でここにも書き記して来たりネットや絵馬で言って来てた者達にはそう言う部分があった。ツインレイ(トリプルスター)以外にはって話だよ…だって自分の魂の分身でもあるのだから。
タメや年上の面々には、兄貴って感じで見ているところがあるのは言うまでもありません。

勿論、私の所属した学校や職場に地域と習い事での場所と趣味で集まった場所等全ての場所で連絡先を交換した者達(友達に親友や知り合った者)に関わりし者達とも仲良くさせていただきたいのと、壁を作られたり私がその時に求めている事の拒否や距離を置かれる真似も全員から一切されず何でも受け入れていただきたいですね。
全ての神々仏様達の怒りが静まるように私でも考えているところはあります。お参りは行ける時に正式参拝をして神々仏様達に私と世界中の全ての人々の私に対しての行いや心を過去から現在未来にかけて見せて報告をする事はするやもしれません。多分、オホシミミの魂の宿る私は全ての神々仏様達には正式参拝を何時もし続けています。ただ私が万が一だと断定し確定した場合は、私以外の全ての魂は神々仏様達からの怒りを受け死んだ後魂は裁かれ跡形もなく消去されるでしょう。

もし万が一だった場合を考え昨日、雰囲気の悪い目付きを送ってきた女性皆の悪行全てを神々仏様達に見てもらうように促し、そうならその女性達から神罰において魂その物に手を加えそう言う悪行を行って正しいと思える思考回路の根元の感情そのものが永久に輪廻転生してもできないように施し、魂の出せる感情を好きや好意的な感情以外ができないようにして魂が朽ち果てるまで永久にその苦しみを与え続け、トランスジェンダーとして生き続けなければならなく、しかも我々の側を離れることはさせず我々の願い事の側で永久に輪廻転生においてその状況を受け入れさせてそれその物を好きでいさせるようにまで魂の精神体の改良を施しきるように促す。勿論、万が一ではないように明日絵馬に(天照大御神から129までの御霊に現在の130131代目までの皇室全員あげての文言)今までの闇の対象での天誅に分岐含めて記し、一番過酷な方向の神罰(子として産みし魂が先に目の前で全員天誅で朽ち果てさせられ、その後暫くわざと立たせて下に記しことで魂を朽ち果てるように誘われる。)
