I'm sure this "program" is the recruit academy that the new members go through after they have completed the hiring process. It's not something you can go through unless you have been hired by Clark County.

I really want to get into this program I know it’s gonna be hard but well worth it in the long run
As a volunteer so wish we had this type of training. Would be cool for fire academies to let some volunteers join.
