I think it's partly because he's involved with other stuff besides Gotham and to some extent, not to take away from anybody else involved in the show, Robin has become the main spokesman for Gotham. He's to cute.
Linda Taylor i think it was mostly jet lag. They came to France from NYC, it's like a 5/6 hours time zone change and they had a long flight as well. He was tired
