That's legal from the wind-up. This guy is pitching from the stretch. Once you come set, you can't move your legs (or your torso for that matter) until you either a) step off the rubber, b) start your pitch, or b) start a pick-off throw to an occupied base. If you move a leg and then just stop without doing any of the above, that's a balk. The balk call is a thing of mystery for sure. I've seen nearly imperceptible flinches while set get called a balk. This guy by contrast is twitching like has Restless Leg Syndrome. It really doesn't get much more obvious than that and I can't figure out why none of the umps called it.

Halladay has the weirdest curveball. It doesn't have that much break, but it breaks so late the batter would have to see the spin to even know it's a curve.
