Why didn't you show where you hooked up the mult-meter to find ground and power on the cluster? It would've been useful if someone wanted to diagnose that problem on their own. Plus, show your 12-volt souce that powered the cluster also would be useful.
I have had them wake back up. Not fully powering up but small amount of power. If I remember right it was .177 amps

I believe this is whats wrong with my blazer, can i just replace it with one from a junk blazer, and does it need to be reprogrammed to match vin?
My cluster is draining my battery. 2003 Silverado. How much do you charge to repair it?
so my battery is draining 1 amp and when i take the cluster out it drops down to 0.06 so it for sure is the cluster right?
More than likely, yes.

Need someone that does cluster repair to diagnose your cluster. You can also have a mechanic shop do a "drop test" across fuses to find the issue.
