So as long as you have the mana to cast the spell, it will have "no mana cost"; but if you have 700 mana and you need 800 to cast Riftwalk, you will not be able to cast it even with Presence of Mind active

You can go Domination and choose Electrocute but, in my opinion, Dark Harvest would be better along with Sudden Impact. Dark Harvest can also be good in mid since cannon minions spawn there first (If I'm not mistaken) and since you have Presence of Mind, it would compliment with the reset of Dark Harvest. Going Sorcery means you can get The Ultimate Hat which is so good on Kassadin, giving you 15% more CDR on your ult and it stacks with your 40% CDR putting it on a 1 second cooldown. Therefore, you can use the 800 mana Kassadin ult 5 times if you get a takedown. Going Domination(Electrocute/Dark Harvest) - Huge Burst Going Sorcery(Summon Aery) - Huge Mobility, Compliments Kassadin's Kit, Huge Sustained Damage Edit: Kassadin's real power is when he's level 16 (This is where he gets the 1 second ult), so patience is key to Kassadin.

Every time you get a takedown, you proc Presence of Mind again for 5 seconds so it "resets". When you have Presence of Mind (or Manaflow band) active, your mana bar will also be blinking in white as well (see @7m25s before and after the Tahm Kench kill).
