If divine punishment is the same as a commandment, then that would mean ANY act can be justified simply by saying that God commanded it. That includes any objection they might have against Islam, but he would never accept that answer in that case. Having said that, there is of course a clear difference between divine punishment (or any death by natural cause really, because those could also be ascribed to God) and something God would command someone to do. God would never command someone to do evil or commit an injustice. Simple. God can give life or take life, but he would never command someone to injustly take a life and have him commit a sin. But that's exactly what we see written in the Bible : kill every man, child and donkey, except for the young girls (which are to be taken for themselves). Purposefully and specifically killing children and animals by the hand of men. He thinks he succesfully explained away this Biblical passage.
@AmeliaforChrist You're talking about the story with Prophet Moses and Khidr? Moses was never commanded by God to do it, neither was Khidr. It happened during a series of lessons for Moses in which Khidr killed a boy to prevent a much bigger fitnah. This obviously can't be compared to the Bible passage where children and animals were commanded to be killed and the young girls to be taken for themselves.

I think I can answer his question with a little bit of logic. So there are two things, God's punishment and commands, also everything happens because of God's will. For his question about "why can God carry out judgement using people" it could be that people realize that God's commands are just and they can use it as base to govern themseves with. And about no actions could be commited without the will of God is it is not against God's will that some humans do not follow His command because humans designed to have free will. It is back to the purpose of human creation which is to surrender to God's commands. Whether you surrender and follow God's rule of law or not is a possibility.

2ـ علاقة الإنسان بالإنسان والمجتمع ..[ المعاملات] وذلك يسير وفق الضوابط الشرعية التي وضعها الله عز وجل في التعامل مع الآخرين من البيع والشراء والصدق وعدم الغش والنصح والشركات والزواج والطلاق ... فهو ينظم ذلك ما يكون فيه صلاح للفرد والمجتمع ويكون فيه العدالة ومنع الظلم وآكل حقوق الآخرين ...
3 ـ علاقة الإنسان بما يحيط به من كائنات والكون .. حيث يتعامل مع المخلوقات الأخرى وفق ضوابط شرعية من الحفاظ على الكائنات والكون .. والحيوانات إلخ ..
إضافة للحفاظ على الدين والعقل إلخ ..
فالقرآن والسنة شاملان لكل حياة الإنسان.. حتى إنه علمه الطهارة والنظافة بل علمه كيفية لبس الحذاء [ النعل ]، كما في الحديث النبوي الشريف:
حديث أبي هريرة ، أن رسول الله ﷺ قال: لا يمش أحدكم في نعل واحدة لينعلهما جميعًا أو ليخلعهما جميعًا[2]، يعني يلبس الثنتين معًا أو يخلع الثنتين معًا ويمشي حافيًا،
If divine punishment is the same as a commandment, then that would mean ANY act can be justified simply by saying that God commanded it. That includes any objection they might have against Islam, but he would never accept that answer in that case.
Having said that, there is of course a clear difference between divine punishment (or any death by natural cause really, because those could also be ascribed to God) and something God would command someone to do. God would never command someone to do evil or commit an injustice. Simple. God can give life or take life, but he would never command someone to injustly take a life and have him commit a sin. But that's exactly what we see written in the Bible : kill every man, child and donkey, except for the young girls (which are to be taken for themselves). Purposefully and specifically killing children and animals by the hand of men.

It happened during a series of lessons for Moses in which Khidr killed a boy to prevent a much bigger fitnah. This obviously can't be compared to the Bible passage where children and animals were commanded to be killed and the young girls to be taken for themselves.

I think I can answer his question with a little bit of logic.
So there are two things, God's punishment and commands, also everything happens because of God's will.
For his question about "why can God carry out judgement using people" it could be that people realize that God's commands are just and they can use it as base to govern themseves with.
And about no actions could be commited without the will of God is it is not against God's will that some humans do not follow His command because humans designed to have free will.
It is back to the purpose of human creation which is to surrender to God's commands. Whether you surrender and follow God's rule of law or not is a possibility.
