I'm a Sendai resident. There are many remains of lignite coal mines underground in Sendai, which makes it difficult to dig new large underground tunnels. This was also an issue when the Tozai Line was being constructed. On the other hand, Sendai has many large roads and a well-developed land transport system, so the mainstream approach is to travel long distances by JR East train and two subway lines, and then travel the last mile by public bus.
