It's the same in Britain prisons the reason why they build walls around prison is to keep people from getting in for a holiday for free with no bills to pay and free gym membership
True story- my dad was a helicopter pilot in Vietnam. One of his Lieutenants was griping that his father didn't receive POW pay from the US Government. Dad asked him who held him prisoner. The Lt. replied, "The Americans!" Turns out, his father was a German POW who didn't want to go back to Germany because their leaders started two world wars 20 years apart. So, what does his son do? Joins the Marines and fights in Vietnam!!!
