Kowloon is not at the end nor it is the "final battle" in there. Kowloon is accessed quite earlier than that, and you can actually completely miss on it/lock yourself out of ever being able to enter it, if you don't enter it explicitly at a very specific point mid-game and you chosen to enter other location instead, which is kind-of an ass move/oversight from devs, because Kowloon is somewhat hidden/nearly out-of-bounds point that appears on the world map's southern part. It's actually the only location in the entire game which you can accidentally completely lock yourself out of visiting, as you MUST enter it *immediately* as it appears on the map, with it disappearing *forever* if you go anywhere else and then decide to save the game after you moved on there.
