I don’t know about fc 24 but on fifa 23 I had strict negotiations on when I did a road to glory and even when I got to the top of the premier league and won multiple league and European titles every time I went to sign a player 85+ they kept saying “I don’t want to move to a league that isn’t competitive enough” or something like that. Even though those same players were playing in the same premier league and champions league and getting cooked by my team. Definitely made it challenging having to only grow talent but it was still annoying. Especially when I sold a player and then wanted to resign him after a few seasons when he got really good. Knowing EA they just recycle the system so I bet it would still be an issue if you did a road to glory with strict negotiations.
I have a suggestion if you’re bored of career mode…add women to the men’s team it’s possible by going to edit teams then transfer then do a detailed search then put minimum overall 70 maximum overall 100 and attribute category attack and women footballers should pop up…add them to any team of your liking and start a career mode it’s a lot of fun I can’t lie

It pointless to disable tranfers because there is a glitch that happens 70% of all saves with it on that AI teams will still do transfer deals regardless if you disable it or not. But there is a mod that fixes it only for PC Sadly

I disabled the first transfer window, got some objectives to sign players, got promoted from League 2 and got fired the day after promotion…

I play on strict but I barely sign top players though…. I noticed I can’t sign players from City, Man U, Chelsea and Spurs… I use Arsenal
arsenal should be allowed to sign from man city and chelsea (jesus, zinchecko, jorghino, etc)
