Without the blocks, the process wouldn’t work. When the ship is empty, the blocks are laid from the furthest point, outwards. Then the cargo is loaded. The conveyor is travelling the length of the base of the ship. When the blocks are removed in order, the gravel amount can be controlled making the process work and no issues.

It is a partition. It prevents sand and gravel from falling when loading. It also makes it easier to unload the cargo bit by bit when unloading.
