You should do doubles with a twist, your partner is blindfolded and you have to coach them. Like Little Zs tournament on King of Fighters Stadium or a walk off.
Not all items can spawn on all stages, just like how screen or star KOs don't occur everywhere. It's simply because it doesn't interact with these stages very well, so they got disabled.

For anyone wondering, timers don’t spawn on some transforming stages like Town & City because this game is a buggy mess sometimes.
I don't think it's a bug, the theory is that it's because of the clock in the background that they chose to disable the timers on some stages.
It's not a bug, it's intentional. IDK why, but it is in the code.
