Great question! No it’s not necessary to neutralize. However, it’s ultimately up to you. Personally I always think one step ahead. For an example, If the vinyl is orange and I want a pink undertone I will compliment the orange to work in my favor. 😉😁
I tried to mix my blue wash, I only have the ultramarine blue, Genesis, but it doesn’t look like yours, lol, and can you tell me where you got your dry brushes, And also , is it necessary to neautralize the Bountiful Baby kits?
When creating your blue wash you simply need to use your primary blue (ultramarine blue). I would suggest mixing to the point the layers will be more transparent and less pigmented. That way the layers will build naturally;) The dry brushes I use most often are the makeup brushes by ECO tools;) You can get them pretty much anywhere.
