It looks like shocks are not mounted according to weight of bike. Whole bike is oscillating up and down even on smooth road.
Either angle of shock is not good. Or mounting bracket point of shock on rear sway bar is not correct.
May be my observation or point of view is wrong.

I agree with your 1st opinion according to the bike weight shock is not matched now we modified the bike and reduced the weight
